Minutes of the Parish Council meeting held on Tuesday 2nd November 2021.

Public Forum

There were three members of the public present: -

1. The first member of the public requested that the oil drums in the pond at the top of Bourne Road are removed and a new bin to be installed on a concrete base on Colster Way Play Area between the two benches there – similar to one that is already installed. The member of the public believed that installing a bin on a concrete base would make sure it was not tipped over and also felt that it would encourage people to use it.

Outcome: -

Chair to the Parish Council Cllr C Hainsworth confirmed that the request for a bin would be referred to the Clerk for investigations into costs and conveyed a special thank you to them for all the work they were doing on their litter picking activities. The Clerk would liaise with SKDC regarding removal of the oil drums.

2. The second member of the public spoke was a representative from Herewood Homes, they handed out drawings in support of the proposed 6th house on the Woodyard Development on Stamford Road, Colsterworth. They said the one extra stone-built house with a paddock would finish off the land.  They explained that the Planning Officer from SKDC advised that they would require Parish Council support for the 6th property. Cllr’s listened to what the member of the public had to say and advised that the Parish Council was not a Planning Authority. Cllr’s were not supportive of any change to their original position of no comment.

 

3. The third member of the public offered to leave as the Public Session had over run.  spoke in relation to the Parish Council’s War Memorial Project. They commented on the good work already done by the Parish Council and raised caution with the Parish Council to take on board interventions from another community group as he had heard discussions about moving the War Memorial. He was reassured that this was not the case by Cllr Henton as this was raised at last meeting and the view was that it should stay in it’s current position.

They were also advised that their interest as a member of the working party was noted as was the interest of any other members of the community who expressed a view and request to be involved in the progress of the project which was still in process.*

Chairperson Cllr C Hainsworth welcomed everyone to the meeting. 

2021.85 Declarations of interest in accordance with the LGA 2000

*Cllr C Hainsworth declared an interest in the War Memorial Project as she is also a member of Colsterworth Festival of Remembrance (CFoR).

2021.86 Approval of the Minutes of the previous meeting.

District Councillor Bellamy raised a point of accuracy on the draft notes relating to agenda item 2021.69 second bullet point SP4 is the Local Plan not Neighbourhood Plan. This was corrected by the Clerk.

 

Councillors A Bouvie, C Russell, T Neale & J Clark abstained because they were not present at the previous meeting. All other members present agreed that the official minutes of the meeting of the Parish Council held on 5th October 2021 be approved as a correct record and were duly signed and dated by the Chairperson.

2021.87 County/District Councillor Report.

District Councillor D Bellamy Reported:- 

• Reserved Matters S21/1906 (in respect of S18/2379) - Feedback from the SKDC Planning Officer was that they were reassured that a new pond would be installed as part of the development which they were satisfied would catch surface water and be discharged into the existing system in a controlled manor into the Anglian Water system.

• So far there was no detailed information on predicted drainage.

• District Cllr Bellamy passed on County Councillor Adams apologies for not being able to attend the meeting.

2021.88 Resolve to comment on the Reserved Matters S21/1906 (in respect of S18/2379). Up to 70 dwellings, Land West Off A1 And North off Bourne Road Colsterworth.

Cllrs unanimously approved submitting the comments as drafted with one small amendment raised by Cllr McShane:

“Parish Council would ask Planners to take advice from LCC Specialist Drainage Engineers on this matter.”

2021.89 Risk Exception Report

The Clerk is managing the remaining risks towards the target RAG status of low risk (Green). The Risk Exception Report can be viewed on the Parish Council website.

2021.90 Clerks Report

1. The Clerk has invited a representative from FCC Environment to inspect the condition of the Bridge at the west end of the Nature Trail after being alerted by the Nature Trail Lead Ranger Mo Taylor that there were missing bricks and the inner structure of the bridge was exposed to penetration by water.

01/11/2021 Update from FCC Environment. They have received a quote back from an engineering company to carry out an inspection who specialise in these  sort of structures. They will then look at any repair work needed from their report.

2. The Clerk has applied for a 1 Tonne bag of salt offered by LCC Highways.

3. The Clerk attended LCC Highways Parades awareness course on 20/10/2021 along with Volunteer Linda Nash. Thank you to Cllr Hainsworth and Dave Ostler for putting out the Road Closed advanced warning signs.

4. Uneven surface on footpath 7 Colster Way to Back Lane reported to LCC Rights of Way.

2021.91 Correspondence

1. Email from Herewood Homes regarding potential 6th house on The Woodyard, Stamford Road.

2. Letter from Town & parish councils – Invitation to join in the Queen’s platinum jubilee beacons 2nd June 2022. Cllr Terry Neale handed out information and gave a brief background and will form a proposal for the December 2021 Parish Council Meeting.

3. Email from resident enquiring about participating in the Jubilee Tree planting year and offer to donate an Oak Tree grown from seed.

4. Report of fire started on a picnic table on Colster Way Play area.

5. Request from CFoR to place 2 x Poppy bins and a 5ft Tommy Soldier on the War Memorial grass subject to approval by LCC Highways.

6. Report of fly tipping School Lane. Reported to SKDC.

7. Report of speeding in Stainby. PCSO contacted to see if a Police presence can be given. CSW volunteers at Stainby require training. Action for the Clerk to take forward with LCC CSW.

8. Report of flooding A1 North Woolsthorpe Exit/entry. Reported to Highways England.

9. Local Transport Plan from Lincolnshire County Council survey. Find out more and complete the survey on our website before 1 December:

10. Village Hall AGM notice received from the Village Hall Committee inviting representatives of the Parish Council to attend, date 30/11/2021. 

Action for the Clerk to prepare for the meeting.

1. To resolve to agree the draft budget and draft Precept setting of £37,822.00. 

Cllr O’Neil offered some explanation from queries re % uplift but very well received

Cllr Russell commented on the reserves issue too and Council noted that it was something to monitor following audit recommendation.

Potential projects mentioned briefly, e.g. In Touch which was well supported as important communication and therefore appropriately subsidised by Council funds.

2021.95 Matters requiring attention such as potholes and faulty streetlights.

Cllr Clark – Huge potholes West End/Top End Rectory Lane, North Witham have joined up. Action for the Clerk to report to LCC Highways.

Cllr Henton – Woolsthorpe allotments – hedge has been trimmed but he wants to ask why they have not been done along a stretch of about 50/60 yards by the river. Action for the Clerk. Grass from concrete road requires cutting.

Christmas Lights switch on Friday 3rd December 2021 at 6.30pm
