Public Forum

There was one member of the public present who thanked the Parish Council for the opportunity to speak and introduced themselves as the Acting Chair of the Village Hall Committee (Sir Isaac Newton Memorial Hall Charity). They gave some background on agenda item 2021.102 below and confirmed that after many years the existing Committee members wished to retire and they had been unable to recruit new Committee members with the required skills to run the Charity and stated the following: -  

• It had been agreed by a majority at both the Extra Ordinary Meeting and Annual General meeting to surrender the remainder of the lease of the Village Hall building to the Social Club. 

• The Village Hall Committee (Sir Isaac Newton Memorial Hall Charity) had received a letter from Shouler & Son surveyors stating that there was no value in the remainder of the lease. 

• The Social Club Committee are willing to accept the surrender of the lease and would continue to run the Village Hall for the benefit of local groups.

The member of the public finished by saying that the existing Village Hall Committee members were very sorry that the charity would not be able to continue.

2021.98 Chairman’s remarks.

Chair to the Parish Council Cllr Hainsworth thanked everyone for coming considering the bad weather that was being experienced. She acknowledged that the funeral of the late County Councillor Adams would take place at 11am on Thursday 9th December and that he would be missed by the community. Cllr Hainsworth added that she was very sorry not to be able to attend the funeral, but the Clerk Sue Grant would be attending.

Cllr Hainsworth informed the Cllrs that Cllr Jim Skelton had had to step down due to work commitments and gave thanks for his contribution to the Parish Council.

2021.99 Declarations of interest in accordance with the LGA 2000

Cllr L McShane declared an interest in agenda item 2021.102.

2021.100 Approval of the Minutes of the previous meeting.

Unanimously that the official minutes of the meeting of the Parish Council held on 2nd November 2021 be approved as a correct record and were duly signed and dated by the Chairperson.

2021.101 County/District Councillor Report.

District Councillor D Bellamy Reported: - 

• The SKDC Planning Department was quiet, and he was not aware of any issues with the County Council planning department.

• The proposed housing off Bourne Road has not yet gone to Committee. He would seek clarification on the timing of the survey which had been requested.

• Cllr L McShane asked a question regarding the Woodyard Development on Stamford Road and Cllr Bellamy confirmed that the extra dwelling had been refused planning permission.

• Cllr Bellamy finished by say how much the late Cllr Bob Adams will be greatly missed.

2021.102 Resolve to agree for the Clerk and Chairperson to sign the Land Registry Transfer form TR1 form as requested by the management committee of the Sir Isaac Newton Memorial Hall Charity in respect of the winding up of the charity for which the Parish Council are the Custodian Trustees. Title number LL279991, the Parish Council are the ‘Transferor’ and the ‘Transferee’ are trustees of Colsterworth Sports and Social Club.

A discussion took place and the Acting Chair to the Village Hall Committee (Sir Isaac Newton Memorial Hall Charity) answered questions from the Cllr’s.

2021.103 Resolve to agree to take part in the Queen’s Platinum Jubilee Beacons event 2nd – 5th June 2022 and allocate £600 from reserves to cover the cost of the project. (Cllr T Neale)

A discussion took place, and it was unanimously agreed to set up a Working Party consisting of Cllrs I Johnson, K Vickers, L Bennett and T Neale to investigate other options for a resolution at the February 2022 meeting.

2021.104 Resolve to agree to support the Queen’s Green Canopy Project with trees donated by the Woodland Trust. (Cllr L McShane)

2021.105 Resolve to purchase a heavy-duty litter bin including fixing kit at a cost of £224.23 excl vat to be sited close to the picnic benches on Colster Way and emptied monthly by the Community Cleaners. Request form the Public Forum 2nd November 2021.

2021.106 Risk Exception Report

The Clerk is managing the remaining risks towards the target RAG status of low risk (Green). The Risk Exception Report can be viewed on the Parish Council website.

2021.107 Clerks Report

1. Footpath 7 classified as Priority 2 from LCC ROW. 02/12/2021 LCC ROW confirmed by email Patching works and potholes will be repaired by highways.  

2. Comments on the Reserved Matters S21/1906 (in respect of S18/2379) submitted to SKDC. Minute ref 2121.88.

3. Street lights1, on Bourne Road and 74 & 79 on Woolsthorpe Road reported to SKDC for repair.

4. Wicksteed Leisure have been instructed to carry out the replace the bearings on the roundabout at Woolsthorpe Play Area. Lead-time for the works to be completed will be within 6-8 weeks however this is dependent upon the necessary parts being procured.

5. From public forum 2nd November. A heavy-duty litter bin including fixing kit £224.23. See Agenda item 2021.105 December Meeting. 

6. Allotment inspection carried out by the Clerk and Cllr C Russell on Friday12th November 2021. Letters sent to all allotment holders.

7. The Clerk completed and submitted the Pensions Regulator re-enrolment duties.

2021.108 Correspondence

1. Enquiry regarding Woolsthorpe Road allotments access and hedge trimming. Current access remains.

2. Information received regarding the ‘Queen's Green Canopy Project’ to support this project by planting trees within the Parish Council areas.

3. Email received from Stainby resident concerned regarding potential increased HGV traffic in Stainby due to a future planning application.

4. Parish Agreement Scheme – Urban Highway Grass Cutting 2022-23 received. The contribution will be no less than £2570.70 for 2022-23.

5. Report of a two-seater sofa fly tipped on School Lane towards footpath 17. Reported to SKDC Report Ref 2201733.

2021.110 Group Reports

2021.110.1 Highways & Footpaths Working Group Report (Cllrs Bennett, Clark, Brocklebank and Hainsworth) No report this month.

Cllr R Brocklebank gave a verbal update on the recent Community Speed Watch (CSW) activities which had taken place in November. He is still awaiting feedback from LCC on the data collected in November. Due to the cold weather CSW will resume in April 2022.

2021.110.2 Environment & Amenities Working Group Report 

1. War Memorial Project (Phase 2) Update. (Cllr C Hainsworth). 

• Awaiting the 3rd and final tender quotation. PPIY architects are following this up to present early in 2022. Cllr Hainsworth asked the Clerk to escalate the risk in respect of the ongoing deterioration of the WM and delays in the restoration project due to Covid and waiting for third tender document. Risk Exception Report updated.

2. Resolve to agree for Wicksteed to carry out the work to repair the corroded legs on the slide on Colster Way children’s play area at a cost of £832.90 excl vat.

2021.112 Matters requiring attention such as potholes and faulty streetlights.

Streetlight not working on Bourne Road. This has already been reported to SKDC Street Lighting Department and scheduled for repair.

2021.113 Date of next Parish Council meeting is Tuesday 1st February 2022 at 7.30pm at the Village Hall Colsterworth subject to being COVID-19 safe.

There being no other business Chairperson C Hainsworth closed the meeting at 8.30pm.
