Minutes of the Parish Council meeting held on Tuesday 4th October 2022.

2022.76 Chairman’s remarks.

Chair to the Parish Council Cllr Caroline Hainsworth welcomed everyone to the meeting. They commented on the mild weather and hoped for a good meeting.

2022.77 Declarations of interest in accordance with the LGA 2000

2022.78 Approval of the Minutes of the previous meeting. 

Cllr T Neale abstained because they were not present at the previous meeting. All other members that the official minutes of the meeting of the Parish Council held on 6th September 2022 be approved as a correct record and duly signed and dated by the chairperson.

2022.79 County/District Councillor Report

SKDC District Councillor D Bellamy reported: -

1. Following Cllr Ben Green’s request for a PCSO presence at a Parish Council meeting the Chief Constable of Lincolnshire Constabulary would be arranging a meeting with Cllr Green.

2. Cllr Bellamy thanked the Parish Council for the vehicle activated sign (VAS) which the Parish Council had agreed to install at North Witham.

3. Cllr K Vickers brought up the subject of the A1 housing development, but Cllr Bellamy was not aware of a start date.

 

2022.80 1. To resolve Parish Council Wreath Laying responsibility for Remembrance Day Sunday 13th November 2022.

2. Resolve to purchase a Poppy Wreath from Royal British Legion (RBL) up to £20. (S.137 Expenditure)

2022.81 Brought forward from Agenda item September 2022.59. Resolve to agree for the Community Cleaners to work after sunset using head torches in line with Health and Safety.

2022.82 Resolve to switch on the Christmas Lights at St John the Baptist Church at 6.30pm on Friday 2nd December 2022.

2022.83 Request from the Paddock Tenant to run to run a spur off the existing water supply and install a separate tap to the field, with a separate water meter. All costs covered by the tenant who would submit meter readings and pay for the water usage separately.

2022.85 Clerks Report Action

1 Work to renovate the Parish Council Notice Board on Bourne Road and the timber bus shelters at North Witham, Gunby & Colsterworth is scheduled to start in October. Clerk

2 The Clerk is sourcing ‘No Dog Fouling Signs’ to be placed around Colsterworth. Clerk

3 FMS Report Speed Limit signs and others obscured by vegetation on B676 Stainby Road resolved due to Cllr Brocklebank’s persistence. None

4 The Isaac Newton Bench for Woolsthorpe Road has been ordered. Minute ref 31/05/2022 2022.22. Clerk

5 The speed signs from Elan City for Woolsthorpe Road and North Witham have been ordered minute ref 31/05/2022 2022.30. Clerk

6 Fallen tree on Footpath 17 reported to LCC ROR. Report ref: 1700978 & 1702793. LCC ROW confirmed work is planned. Clerk

2022.86 Correspondence received

1 Report of a dangerous branch on trees opposite Old Post Lane Play area. The land is not the responsibility of the Social Club or Parish Council. It has been reported to LCC Highways via Fix My Street 431464 who state the land is not their responsibility. The Clerk investigating responsibility with David Wilson Homes. Clerk

2 Query regarding the derelict garage on the High Street. This is on hold. In March 2021 the Parish Council were informed by a resident with historic ownership of the derelict garage that they were starting the process to formalise ownership with HM Land Registry.

To be an agenda item for November 2022.

3 SKDC review of polling district and polling places in the South Kesteven area. 

The draft proposals and maps of the polling districts where changes are suggested are also available on the Council’s website www.southkesteven.gov.uk/pollingreview.

A period of public consultation on these draft proposals, which will run until Friday, 7 October 2022.  None

4 Email received asking what progress the Parish Council have made with the derelict garage. Advised This is on hold. 5 Eight RBL lamp post poppies have been donated to the Parish Council by a generous local resident. Thank you. Letter of thanks sent by the Clerk.

6 Anglian Water Lincolnshire Reservoir Project. The initial concept plan for the reservoir, is now publicly available on their website      https://www.anglianwater.co.uk/environment/investing-in-the-future-of-water/two-new-reservoirs/about-the-new-reservoirs-in-lincolnshire-and-fens/

7 Report of overhanging vegetation on Footpath 9. Problem reported to LCC ROW who confirmed the path had been cut back but they do not cut above head heights because it does not affect the footpath. None

8 SKDC Proposed Council Tax Support Scheme 2023/24. 

A consultation has been published on our website, which can be viewed at http://www.southkesteven.gov.uk/CouncilTaxSupportSchemeSurvey.

9 Following on from a River Witham pollution incident in 2019 a request has been received from a parishioner for the to consider Parish Council consulting with the Environment Agency and local landowners to investigate measures that may help mitigate future incidents. Forward agenda for November

The Clerk will again report the long deep rut on the carriageway of the Bourne Road roundabout to FMS emphasizing the health and safety aspect of the defect.
