Draft Notes of the Parish Council meeting held on Tuesday 5th April 2022.

 

Public Forum

 

Chairperson to the Parish Council Caroline Hainsworth opened the meeting at 7.30pm and welcomed the two members of the public present.

 

• The first spoke in objection to SKDC Planning Application S22/0615, ‘Construction of 2-storey detached dwelling and triple garage with studio above on an additional 6th plot at the Woodyard to the rear of 11-17 Stamford Road, Colsterworth, Lincolnshire, NG33 5JD.” They raised the following concerns:

o The volume of builder’s debris and litter affecting existing properties nearby which they believed was created from the Woodyard Building site off Stamford Road.

o The increase in traffic from the new properties using the dangerous Stamford Road and Bourne Road crossroads.

o They also raised concerns in relation to several survey letters that their elderly mother had received.

• Cllr J Clark explained to the member of public that the Parish Council is not a planning authority.

• District Cllr Ben Green introduced himself and explained that SKDC are investigating at Council level, and he is awaiting to hear back. 

• Cllr G Henton pointed out that the control of builder’s rubbish is down to the site manager.

• The Clerk agreed to visit the site and contact to the Site Manager.

 

The second member of the public left the meeting just before the first member had finished speaking.

 

At the discretion of the Chair to the Parish Council the public forum was extended to 19.47hrs to allow Cllrs C Clark, B Green and G Henton to have relevant input and allow first member of public to finish speaking.

2021.149 Chairman’s remarks.

 

Chair to the Parish Council Cllr Caroline Hainsworth thanked the newly elected SKDC Councillor Ben Green for the £500 Members Grant that he had awarded towards a new bench on the Colsterworth Nature Trail.

2021.150 Declarations of interest in accordance with the LGA 2000

 

Cllr C Hainsworth declared an interest as a member of CFoR in agenda item 2021.144.2.1

Cllr C Russell declared an interest as a family member in agenda item 2021.154.

 

2021.151 Approval of the Minutes of the previous meeting.

Cllr A Bouvie abstained because they were not present at the previous meeting. All other members present agreed that the official minutes of the meeting of the Parish Council held on 1st March 2022 be approved as a correct record and were duly signed and dated by the Chairperson.

 

2021.152 County/District Councillor Report.

District Councillor Ben Green Reported: -

1. Central Government’s £150 energy rebate will be paid by SKDC, for those in properties banded A through D, from 25 April. Those paying Council Tax by Direct Debit will receive it slightly faster than those who do not, and there is still time to sign up for Direct Debit and benefit from more rapid payment. 2. 35 local hosts have come forward to house Ukrainian refugees in SK – a nationally significant figure. DBS background checks are almost complete and SKDC will be the first local authority to lead property inspections affirming living conditions are up to standard. £200 is payable per refugee, £350 per household per month receiving refugees and £10,500 per head to LCC, to cushion the impact on public services. 

3. Applications for Woodland Trust community tree packs, which are free and come in a variety of themes from hedging to fruit trees, have recently re-opened. Successful applications at this time would result in a November delivery. More information here: https://woodlandtrust.org.uk/freetrees.  

4. Pleased to report that I and others’ complaints about sizeable potholes off the Colsterworth A1 flyover, on the High Dyke, have been addressed by LCC, who have resurfaced large sections of road. This should prove a durable repair. 

5. It was a pleasure to grant the Members award and appreciated the Cllrs quick response to the tight deadline as the Clerk was on annual leave.

Lincolnshire County Councillor Charlotte Vernon Reported:

1. Charlotte apologized for not attending the previous meeting shortly after being elected due to previous commitments.

2. The County Council are ready to welcome the first Ukrainian refugees.

3. Road Maintenance Grant allocation for 2022/2023 remains £12m less than 2019/2020.

4. Whilst the Road Maintenance Grant disappointing the County Council have recently voted to allocate money for highways from a combination of reserves and a small rise in Council Tax.

5. COVID-19 Update – Stamford Library will re-open on 3rd May and Click and Collect service will end at 4pm on 23rd April. No Library services will be available between these dates and no fines will be levied

6. British Rail HQ – LCC & SKDC have now submitted their joint expression of interest to host the Great British Railways Headquarters.

7. Fixmystreet – Cllr C Vernon urged residents to continue to report damage to roads on this website.

8. The Queens Platinum Jubilee – Apply for road closures as soon as possible for any events requiring road closures.

9. Bourne Road Pavement – Request for any historical information in relation to the lack of footpath between numbers 18 – 28 Bourne Road.

2021.156 Clerks Report

1. Fly Tipping North Witham reported by Cllr J Clark and followed up with SKDC.

2. Thank you to the volunteers who did their annual Litter Pick on the Nature Trail.

3. Parish Council Highway Grass Cutting Agreement for 2022-2023 received and submitted to LCC Highways with a copy of the Parish Council Public Liability Policy Document.

4. Request from G H Linnell Ltd monumental masons to fix a memorial in Old Post Lane Cemetery within the permitted specifications.

5. The Green Canopy plaque and Queen’s Platinum Jubilee bench has been ordered and awaiting delivery. Agenda item agreed March 2021.136.1

6. The Queen’s Platinum Jubilee beacon has been ordered awaiting delivery. Agenda item agreed March 2021.144.2.2

7. SKDC District Cllr Ben Green has awarded a £500 Ward Grant to the Nature Trail for a new bench.

8. The Ingle Trust would like to donate a sum towards a bench on the Nature Trail.

9. The damaged bench on the High Street junction Bourne Road has been reported to the Parish Council Insurance Company BHIB and a claim submitted and processed for a replacement bench.

10. External Auditor PKF Littlejohn Annual Return instructions received for 2021-2022. The Clerk to complete and arrange submission before 1st July 2022.

2021.157 Correspondence

1. Report from the volunteer who charges the Vehicle Activated Speed sign at Stainby that it requires more frequent charging, possibly a new battery is required.

2. Report from a resident in Gunby that the grass verges need cutting. Advised that the new contractor had already confirmed they would be cutting the area the same week. The Clerk will arrange to meet with the resident.

3. NALC confirmation of the Clerk’s salary uplift agreement from 1st April 2021.

4. The Treasurer of Colsterworth and District Youth Centre advised that he will be stepping down with immediate effect.

5. Ingle Trust annual accounts received and filed.

6. Letter and cheque for £400 from the Frederick Ingle Charity towards a bench to be sited on the Nature Trail.

7. Letter from the Frederick Ingle Charity advising of the retirement of Trustee Michael Blackmore and the appointment of Mark Harrison as a new Trustee.

8. Letter from a Woolsthorpe Road allotment holder requesting that the Woolsthorpe Road entrance is re-instated. Also, the vegetation near the tap to be removed.

9. Email from Woolsthorpe Road allotment holder advising that they will be removing the fence from allotment W5a and move it back to its original position giving vehicular access from the gate on Woolsthorpe Road.

10. Email from the leader of the 1st Colsterworth Scout Group looking for a local environmental project that they could help with or complete. The task would go towards their World Challenge badge. Clerk consulted with the Nature Trail Ranger.

11. Request from a Woolsthorpe Road allotment holder to have the Woolsthorpe Road gate access to the allotment re-instated.

2021.159.1 Highways & Footpaths Working Group Report (Cllrs Bennett, Clark, Brocklebank and Hainsworth) 

No written report this month. 

Cllr R Brocklebank reminded all that Newton Way, Water Lane & Reads Lane is due to be surface dressed in April.

The grass cutting contractor has strimmed the jitty Water Lane to Newton Way. 

The Clerk advised that she has had regular contact with the new grass cutting contractor and any feed back welcomed to assist him in familiarising himself with his new rounds.

The Clerk advised that LCC had cleared Footpath 15 from School Lane to Old Post Lane.
