Minutes of the Parish Council meeting held on Tuesday 31st May 2022.
Public Forum
There were two members of the public present: -
The first spoke in relation to parking on the High Street in the vicinity of Spring Lane which reduces visibility when exiting Spring Lane onto the High Street for both drivers and pedestrians. They asked the Parish Council to take this forward with the County Council to have a white line installed like the one opposite the junction to Back Lane.
Action – Chair to the Council Cllr Caroline Hainsworth gave a brief history of the Highways and Footpaths reports on the High Street and the Clerk suggested the resident send any photographic evidence to support any request to County Council Highways department. The Clerk will also inform the local PCSO of the issue.
The second to speak was the Nature Trail lead Ranger who gave the following update: -
• The volunteers have opened new paths by taking out lots and lots of scrub allowing wildflowers to grow resulting in the following season wild strawberry plants growing.
• The new, ‘Jubilee Wood’, had been planted with over 100 trees donated by the Woodland Trust as part of the Queen’s Green Canopy.
• The following benches have been donated and installed: -
1. The Queen’s Platinum Jubilee Commemorative bench donated by the Parish Council.
2. Vicky’s View bench donated by the Frederic Ingle Trust and SKDC Ward member Grant.
3. Veteran’s View donated by two anonymous donors.
• £326.69 had been requested from the Nature Trail annual budget of £500 to purchase protective equipment, tools, and post mix to install benches 1 & 2 just 90 minutes before heavy rain and thunder.
• The Nature Trail now have a total of 40 volunteers with 20 regularly turning up each Monday afternoon.
• Ash Dieback is a problem and a report a tree inspection needs to be considered for the future. Lincolnshire County Council Wildlife would like to keep some Ash trees as they believe that there will be a Dieback resistant species in the future.

2022.17 Chairman’s remarks.
Chair to the Council Caroline Hainsworth welcomed everyone to the meeting and read out a letter from Dot Williams secretary to the Women’s Institute advising that it was their great pleasure to donate £500 in commemoration of Her Majesty’s Platinum Jubilee to be used towards replacing the bench on Old Post Lane which would include a commemorative plaque acknowledging the Women’s Institutes generous donation.

2022.20 County/District Councillor Report: - Cllr C Vernon sent her apologies.
SKDC Cllr D Bellamy reported the following: -
• The Bourne Road/A1 Housing development had been deferred for the following reasons:
1) Frontage not in keeping
2) The position of properties in relation to existing properties.
3) Drainage – Awaiting Anglian Water comments.
4) The builder to return revised plans or appeal.
• SKDC Planning Department staff shortages are causing a backlog of planning enforcement issues and he has asked for a meeting with the cabinet minister regarding this. Cllr D Bellamy has become Chairman of SKDC Planning Committee.
• Cllr Bellamy asked for Cllrs availability so that he can arrange a Neighbourhood Plan Review meeting with SKDC Planning Department..
• The 6th plot on the Stamford Road development was awaiting the Consultation Decision to be made.
SKDC Cllr Ben Green Reported: -
• SKDC Customer Services is now back in business offering in person service from 9am to 1pm Monday to Friday.
• The £150 energy rebate has by and large been paid out through the Council Tax direct debit system. Those not on direct debits are encouraged to pay by direct debit by 13th June.
• SKDC is the leading Kesteven district for housing Ukrainian refugees.
• A short discussion was held on the maintenance responsibility of the Margaret Thatcher statue.
2022.21 Damaged bench on the High Street/Bourne Road junction.
Resolve to: -
1. Replace the damaged bench at a cost of £135.28 to the Parish Council plus fitting. Cost of removal of old bench and fitting on new bench to be paid by the Parish Council circa £125.
Insurance claim of £396.53 already cleared in the Parish Council bank account + £135.28 = £531.81.

2022.22 Resolve in principle to replace the Woolsthorpe Road bench near Bridge End, in the hamlet of Woolsthorpe by Colsterworth with a metal bench, to commemorate the birthplace of Sir Isaac Newton at a cost of £850 with a final agreement based on a formal quote. Cost of fitting the new bench and removal of the old bench circa £150. (Cllr R Brocklebank)

2022.23 Resolve to supplement the Women’s Institute donation of £500 to replace the bench on Old Post Lane by £166.51 to purchase a bench costing £666.51 including plaque. Cost of fitting to be paid by the Parish Council circa £150.

2022.24 1. Resolve to review the current In Touch printers’ monthly cost of £292 (vat n/a) for 1,000 black and white copies against the like for like quotation provided by a competitor as a value for money exercise. (Cllr E O’Neill)

3. Competitor quotation: £210 for 1,000 black and white copies per month incl delivery.
4. Resolve to move the printing of the In Touch from the current printers and award it to the competitor for 1,000 black and white copies at £210.00 excl vat, per month. Including delivery.

2022.26 Risk Exception Report
The Clerk to continue to control and manage the risks towards the target RAG status of low risk (Green).
2022.27 Clerks Report
1 Allotment inspection completed with Cllr G Henton and the Clerk Saturday 14th May 2022.
2 The Clerk has written to the A1 Truck Stop requesting that they install extra litter bins on their land.
3 The Finance & Annual Governance Statement was submitted to the external Auditors PKF Littlejohn on 6th May 2022.
4 Wicksteed Leisure Ltd have completed the Play Area Inspections at Colster Way, Old Post Lane, Woolsthorpe Road and North Witham. The Clerk arranging any necessary repairs.
5 Request from the Nature Trail Ranger to purchase equipment & post mix for the Nature Trail £326.69 excl vat from budget allocation of £500.
6 Request from Colsterworth Festival of Remembrance (CFoR) to purchase up to £30 of flowers for the War Memorial flower beds from the budget allocation of £100.
7 Wicksteed Play Area Inspections - On 31st May a Wicksteed Leisure Engineer attended the North Witham Play Area and adjusted the links attaching the swing as per the report and identified the label on the Buddy board. Colster Way, Old Post Lane play areas no remedial work required. Woolsthorpe Road play area wet pour repair to be discussed at a future meeting.
2022.28 Correspondence Received
1 Resident donated Oak Tree seedlings to the Nature Trail.
2 Grass cutting North Witham query. Clerk followed up with the contractor and areas to be cut agreed.
3 Enquiry received for historical maps in relation to Sir Isaac Newton circa 1650. Shared with local resident.
4 Query regarding ground works along Water Lane conservation area. Cllr D Bellamy investigating with SKDC.
5 Email from Colsterworth and District Youth Centre advising that they are looking for someone responsible to take on the role of treasurer for the YC so that the books can be passed in an orderly manner.
6 The Women’s Institute have kindly offered to donate £500 towards replacement bench on Old Post Lane. Cheque received 31st May 2021.
7 Request from a resident to purchase bunting for the Queen’s Platinum Jubilee celebrations. Queen’s Platinum Jubilee commemorative items to purchase already agreed at the March meeting agenda items 2021.136 & 2021.144.2.3.
8 Request from LCC Police for the Parish priorities for the quarterly Neighbourhood Policing Teams Priority Setting Meeting. Priorities, Road safety, theft and anti-social behaviour submitted in full detail.
9 Request from a resident not to strim/cut Spring Lane and leave it for wildflowers. The resident agreed to cut back when necessary.
10 Report from the grass cutting contractor that they had been covered with dog poo when cutting footpaths 16/17/18. Note to be placed in the July In Touch.
