Minutes of the Parish Council meeting held on Tuesday 4th July 2023.
Public Forum
Chairperson C Hainsworth welcomed the two members of the public present.
The first member of the public spoke in support of their application for Parish Councillor for Colsterworth, agenda item 2023.45. The Clerk confirmed that the applicant met the qualifying criteria to become a Parish Councillor for Colsterworth and the Chairperson invited them to join the Parish Council. The member of the public duly signed the Declaration of Acceptance witnessed by the Clerk before leaving the meeting at 7.36pm to attend a prior engagement.
The second member of the public spoke in support of agenda item 2023.46.1 and 2 as the tenant of the Stamford Road paddock. They handed document *SRA1 to the Cllrs outlining their plans for the agenda item to build three small non-permanent field shelters for housing horses and goats with no requirement for planning consent. They answered questions raised by Cllrs to their satisfaction before leaving the meeting at 7.45pm.
* At 8.20pm a third member of the public arrived. Chair to the Council C Hainsworth reminded them to arrive for 7.30pm for the public forum before allowing them to speak. They reported the damaged sign on Colster Way Play area already noted at agenda item 2023.50.8 Clerk’s Report and a streetlamp on Back Lane illuminated during daylight. The Clerk will report the streetlight to the relevant authority for repair.

Approval of the Minutes of the previous meeting.
Cllrs J Clark and A Bouvie abstained as they were not present at the previous meeting. All other members present agreed that the official minutes of the meeting of the Parish Council held on 6th June 2023 be approved as a correct record and duly signed and dated by the chairperson. |

SKDC Cllrs B Green and D Bellamy sent their apologies.

Mike Childs was unanimously approved as Cllr for Colsterworth as per the Public Forum above. |

Resolve to agree the following requests from the Stamford Road paddock tenant: -
The agenda item was amended from ‘permanent hard standing’ to non-permanent field shelters as stated in document *SRA1.

Unanimously agreed subject to the contents of document *SRA1 with the anniversary of the ‘Agreement for the Temporary use of allotment land for Grazing’ falling in line with the lease held by the Parish Council, April of each year. Document *SRA1 to be retained with the Parish Council allotment/paddock records.

Resolve to agree to discuss the response from Wicksteed Leisure regarding the condition of the Eco-Tumble play area surface at North Witham play area. (Cllr J Clark)
Cllr J Clark gave a brief summary of the installation of the play equipment by Wicksteed Leisure Ltd and provided photographic and written evidence to support a claim under the 2-year guarantee on Eco-Tumble surfacing against faulty materials and workmanship.

Unanimously agreed for the evidence provided by Cllr Clark to be presented to Wicksteed Leisure Ltd. |

Resolve to comment on the National Highways safety improvement scheme for a walking, cycling and equestrian assessment along a section of the A1 between Little Ponton and Tickencote.
It was proposed, seconded and Resolved Cllr C Hainsworth commented about the potential for an extension of the cycle route across the southern flyover to Twyford Woods but the Parish Council were encouraging individuals to comment and had circulated details in the In Touch magazine. |

This is an estate road in a 30mph area, and it is not considered a hazard. The area was inspected recently, and no hazard was noted. No further action”. |

Matters requiring attention such as potholes and faulty streetlights. Cllr C Hainsworth advised that they had some contributions for the In Touch magazine following Cllr G Henton’s suggestion of some articles on the history of Colsterworth and suggested that we look at correspondents for the other villages in the Parish.
Vice Chairman Cllr E O’Neill gave thanks to the Rotary Swimarathon 2023 of the Rotary Club of Grantham for the £250.00 grant awarded to the Nature Trail towards an interpretation notice board.
