Minutes of the Parish Council meeting held on Tuesday 5th December 2023.

 

Public Forum

 

There were 4 members of the public present.

 

The first member of the public spoke to show their interest in objecting to the proposed Biogas development in Gunby.

 

The second member of the public stated that they had shared a document with the Parish Council and they were there to answer any questions that Cllrs may have. They gave a summary of some of the points raised in their document, not limited to those listed below: -

 

• They did not believe that it was a green development.

• They wish to be allowed to question whether the Anaerobic Digester is green.

• The proposed plant does not include waste.

• Can the Council update their policy to assume waste goes into an Anaerobic Digester.

• They believe that it is the wrong site for an Anaerobic Digester.

 

A discussion took place with Cllrs D Bellamy, C Hainsworth (Chair), E O’Neill (Vice Chair), C Russell and G Henton with the following outcomes and comments: -

• The applicant is in the Pre-Application stage with SKDC Planning Department, and a pre-planning comment would not be considered until a planning application is received and validated by SKDC Planning department. (Cllr D Bellamy)

• Waste/food is covered by Government Policy. (Cllr D Bellamy)

• Any challenges on green energy figures would need to be qualified. (Cllr E O’Neill)

• Cllr C Russell believed that the documents contents were very detailed.

• Cllr G Henton stated they were concerned with the potential increase in the volume of traffic on ‘B’ Roads to and from the proposed site.

 

Cllr C Hainsworth thanked the member of the public for the work they had done putting the document together.

 

Cllr D Bellamy did not believe that this planning application would be submitted until early 2024. 

 

Cllr C Hainsworth invited the 2 other members of the public present to speak. They both agreed that all their queries had been answered with the discussion already taken place.

 

The Public Forum was extended to 7.55pm to allow all those present to speak.

 

The members of the public remained to observe the meeting and left at 8.20pm after agenda item 2023.127.

2023.123 Chairman’s remarks.

Chairperson Cllr C Hainsworth welcomed everyone to the meeting. They had nothing specific to mention other than it was the last meeting before Christmas, and they thanked the Cllrs for all they had done during the year.

 

2023.124 Declarations of interest in accordance with the LGA 2000

 

Cllr C Hainsworth declared an interest in agenda item 2023.135 being a member of 

Colsterworth Festival of Remembrance

2023.125 Approval of the Minutes of the previous meeting. 

 

Cllrs G Henton, J Clark and K Vickers abstained as they were not present at the previous meeting. All other members present agreed that the official minutes of the meeting of the Parish Council held on 7th November 2023 be approved as a correct record and duly signed and dated by the chairperson.

2023.126 County/District Councillor Report. 

 

LCC Cllr C Vernon Report: - 

 

1. The Devolution Consultation is open until 21/01/2024. They highlighted the key points encouraging everyone to participate.

2. They confirmed at this stage LCC and SKDC Cllr positions will remain unchanged but there will be another higher level of personnel.

3. The Council Volunteer Scheme will undertake community work and reminded the PC that the scheme ends soon. The Clerk said they would send a request to Cllr Vernon to clear some vegetation from the brick bus shelters on the High Street and Woolsthorpe Road the following day.

4. LCC Adult Care Services have been rated ‘good’ by the Quality Care Commission.

 

SKDC Cllr D Bellamy Report: - 

 

5. They attended a recent Disaster Management Presentation. A meeting with the Environment Agency is planned.

6. They commented that the 30mph speed sign had not yet been replaced at its location close to the entrance of the new housing development off Bourne Road. The Clerk confirmed that they had reported it on FMS, but the response was ‘No Further Action’. Cllr C Vernon agreed to take this forward with Highways. 

7. They would look into understanding the abbreviations on Planning Application. S23/1145 Application to modify 106 agreement. Land west of A1.

8. Cllr D Bellamy said how privileged he felt to represent the Parish Council by laying a Wreath at the Remembrance Service on 12/11/2023.

9. The SKDC Forces Covenant for Veterans is in process.

10. All name suggestions for the stream that runs through Stainby to be sent to the Clerk. The Ordnance Survey for Stream are open to considering a name suggested through a competition. 

 

2023.127 To receive a report from Cllr Chatterton on the potential increase in heavy goods vehicles on the B676 and agree an action to comment as a pre-planning application to SKDC Planning department and LCC Highways department.

Cllr R Chatterton gave a verbal overview of their report relevant to the potential Anaerobic Digester (AD) plant at Gunby that had been circulated to all Cllrs. 

 

A discussion took place, and it was agreed that the report would again be considered when the planning application is received.

2023.128 Risk Exception Report.

 

Cllrs accepted the status of the report with no amendments.

2023.129 Clerks Report Action

1 There is a build-up of gravel at the junction which does not allow the water to freely run away. Post meeting note: FMS Report made by the Clerk, Ref: 478299. Also reported on the SKDC Big Clean reporting tool and acknowledgement received. Work has now been completed. Clerk

2 Overgrown vegetation junction Steels Lane and the High Street reported to FMS Ref 478846. Clerk

3 Blocked drain outside 2 Ramsey Court reported to FMS Ref 478848. Reported to the Public Forum of 7th November PC Meeting.  Work is now planned. Clerk

4 Vegetation from the highway has encroached over the bus shelter. Parish Council responsibility. Clerk to investigate maintenance costs. Clerk

5 Overgrown vegetation on Houghton’s Lane reported to FMS. Work has now been completed. Clerk

2023.130 Correspondence received

1 South Kesteven Neighbourhood Policing quarterly update. Cllrs

2 Report of damage to the verge along Water Lane close to the entrance of Woolsthorpe Manor. The National Trust have been made aware by a local resident and escalated to the National Trust team at Woolsthorpe Manor. Clerk/Cllrs

3 School Admissions Policy Consultations 2025/26, 13th November 2023 to 8th January 2024. The consultation is taking place to: change the oversubscription criteria. The consultation information can be found at:

5 Lincolnshire Police Quarterly Update received and circulated to Cllrs. Clerk/Cllrs

6 Email expressing disappointment at the process and support offered by the Clerk for handing over and allocating allotments.  Escalated to Chair and Vice Chair to review.

Action:  Clerk: Serving notice to vacate prior to the end of a tenancy should be as a formal agreement on behalf of the Council. Chair/Vice Chair/Clerk

8 Could the Parish Council consider adding the bus shelter on the High Street to the maintenance schedule because the ivy has penetrated the tiles and guttering on the bus shelter and arrange to have this cut back before to avoid it making any structural damage. Clerk

10 Resident querying why CSW signage is put out when volunteers are conducting a CSW session. Advised that this is a requirement of Lincolnshire Road Safety Partnership when CSW sessions are conducted. Clerk

12 Report that a streetlight at the bottom of School Lane is covered with vegetation obscuring the light. A National Grid maintenance team were in the area and cut back the vegetation at the request of the resident. Clerk

13 Colsterworth Youth Group AGM Minutes received and filed for the PC Records as Custodian Trustees and also confirmation that the Trustee information is up to date on the Charities Commission website. Confirmation that the Annual Return had been received by the Charities Commission 30/11/2023. Clerk

14 Report from several residents on Bourne Road that the road sweeper from the building site off Bourne Road is not cleaning the road but spreading mud along the road and onto the footpaths. The road markings are covered with mud and are not visible. Balfour Beatty site Manager contacted by the Clerk and arranging for the area to be reviewed. Clerk

16 Document received from a Gunby resident regarding the proposed Anaerobic Digester plant at Gunby. Circulated with all Cllrs. See the Public Forum above. Clerk

Cllr C Hainsworth reported that Colsterworth Festival of Remembrance had received a pledge of a donation of £1,000 towards the War Memorial restoration project.

2023.137 Matters requiring attention such as potholes and faulty streetlights. 

 

Cllrs C Russell, L McShane and C Rowland reported defective streetlights on Walnut Grove, Steels Lane and Old Post Lane junction Water Lane. The Clerk to report these to SKDC Streetlighting department.

 

Cllr R Chatterton will forward details of defective streetlights in Stainby & Gunby to the Clerk.

 

Cllr G Henton commented that the deep rut recently repaired on the roundabout junction A151 fly over is crumbling. The Clerk to report this via FMS.

 

 

2023.138 The date of the next Parish Council meeting is Tuesday 6th February 2024. There being no other business, Chairperson C Hainsworth closed the meeting at 9.05pm.
