Notes of the Parish Council meeting held on Tuesday 5th July 2022.

Public Forum

There were three members of the public present: -

1. The first to spoke regarding the ongoing litter problem on the area around the A1 Truck Stop and asked if there had been any response to the correspondence sent by the Parish Council requesting extra bins. Cllr D Bellamy suggested informing the Environmental Health Department regarding the issue of the discarded bottles believed to contain urine. 

Action: The Clerk advised that to date they had received no reply and to follow up this with the A1 Truck Stop and they would inform the Environmental Health Department.

2. The second member of the public spoke in support of their application to be Co-opted as Councillor for Colsterworth and District Parish Council. Agenda item 2022.42. Chair to the Council Caroline Hainsworth invited the member of the public to stay and observe the meeting.

3. Cllr L McShane spoke on behalf of the third member of the public who reported that the Newton Court street sign needed repair.

Action – The Clerk will report this to South Kesteven District Council who are responsible for street signs.

Cllr R Brocklebank left the meeting at 8.16 pm and returned at 8.18 pm.

Chair to the Council Caroline Hainsworth welcomed everyone to the meeting and advised that she had nothing significant to say other than to congratulate Cllr E O’Neil on his recent marriage.

2022.40 Approval of the Minutes of the previous meeting.

 

Cllr’s L McShane & I Johnson abstained because they were not present at the previous meeting.  All members agreed that the official minutes of the meeting of the Parish Council held on 31st May 2022 be approved as a correct record and duly signed and dated by the Chairperson.

2022.41 County/District Councillor Report: - 

 

LCC Cllr Charlotte Vernon reported: -

1. LCC would like 750,000 trees planted across the next 3yrs. There is a ‘Tree Counter’ to record trees planted on the LCC website.

2. Electric Vehicle Charging – 5 x Lincolnshire Local Authorities have put in a bid for 101 charging points.

3. Minerals and Waste Plan Consultation is in progress.

4. There is an unwanted medical equipment amnesty for people to consider returning medical devices.

5. LCC was not selected for the British Railway Headquarters.

6. Continue to report highways issues on Fix My Street (FMS)

 

SKDC Cllr Ben Green Reported: - 

1. Further £650 cost of living help for those on benefits. £326 paid by the end of the month and £324 paid in the Autumn.

2. An ‘Isaac Newton Ward Summit’ was being planned by both himself and Cllr D Bellamy. Venue, date, and time to be confirmed.

SKDC Cllr D Bellamy Reported: -

1. A Planning email submitted to SKDC Planning department had been uploaded to the Planning Portal in error had now been removed.

2. Planning Application S21/1906 – There may be an opportunity for CADPC to submit a proposal under the Section 106 agreement.

2022.42 Co-option for Councillor for Colsterworth

At 8pm The applicant left the meeting.

Unanimously agreed to Co-opt as Cllr for Colsterworth.

At 8.04pm the applicant retuned to observe the meeting and was congratulated by the Chair to the Council Cllr C Hainsworth.

2022.43 1. Resolve to accept the waiver of standing charges from E.On of £267.51 for the period September 2021 to June 2022

2022.44 Resolve to agree to the Grant request of £800 from the Colsterworth Village Hall Committee towards entertainment and decorations for the Summer Gala 2022. (Under Section 137 of the Local Government Act 1972)

A discussion took place, and it was agreed that the application did not meet the CAD Grants Application and Allocation Policy. The Clerk will provide feedback for any future applications.

2022.45 Resolve to agree to supplement agenda item May 2022.23 by an additional £39.50 to complete the purchase of a Queen’s Platinum Jubilee Bench for Old Post Lane.

2022.46 Risk Exception Report

The Clerk to continue to control and manage the risks towards the target RAG status of low risk (Green).

2022.47 Clerks Report

1 New Bench ordered and fitted High Street junction Bourne Rd. Agenda item ref 2022.21.

2 New bench pending order for Old Post Lane Agenda item Ref 2022.23.

3 Quotations being sourced for bus shelter repairs. The Clerk is investigating the opportunity to apply for a National Lottery Grant to assist with repairs.

4 On 30th June the Clerk and Cllr’s Hainsworth, C Russell, A Bouvie and SKDC Cllr D Bellamy joined a remote meeting set up with SKDC Planning Policy Officer giving an overview of reviewing the Neighbourhood Plan.

5 Suggested wording received from the Colsterworth Women’s Institute for the plaque for the bench on Old Post Lane which they donated towards.

6 Overgrown trees on Footpath 9 reported to FMS. SKDC contractors attended and removed overhanging branches.

2022.48 Correspondence received

1 Request received to have a grave memorial installed at Old Post Lane Cemetery. Memorial to be made withing the cemetery Memorial specifications and installed by an accredited stonemason. Clerk

2 Report of overgrown grass and dog waste in School Cemetery. Rev Neil Griffiths informed. Clerk

3 Dangerous tree reported on footpath 20, Spring Lane. Cllr C Hainsworth attended in the absence of the Clerk who was on annual leave. Reported to LCC ROW and rated a Priority 2, work to be completed by 6th August. Overgrown vegetation to be monitored and blocked gully’s to be reported to LCC Highways.

Lincolnshire County Council have informed the Parish Council that they do not own the right of way and therefore are not responsible for the trees, but a works order will be raised to trim back the overhang from some of the bushes affecting the route. Clerk

4 Request for an extension to Planning application S22/1029, 2 Colsterworth Road, Stainby. Verbal confirmation received, extension to 27/06/2022. Clerk

5 Request from a Stamford Road allotment holder to erect a 7 x 5 ft shed on their allotment. Clerk

6 Report of speeding vehicle travelling up and down Woolsthorpe Road several times a day. Clerk contacted the local PCSO and advised the resident to report the incidents on the Police 101 system. Clerk

7 Email received from W G Harrison printers expressing their sadness and disappointment in losing the InTouch monthly printing to a competitor but wished the Parish Council well with their new supplier. Clerk

8 Report fly tipping Bridge End towards A1 Slip Road. Thank you to the local resident collected the items which were pallets fallen from a Co-op delivery van and returned them. Clerk

9 Report of overgrown vegetation on footpath 1 between Ingle Court. The area is on the village maintenance schedule of works. Also, overgrown ivy on tree stumps Woodland Drive reported to FMS who are not taking any action at this time. Clerk

10 Report received on 24th June that the defibrillator at Little Legs was not working. The Clerk attended on Saturday 25th June and checked the defibrillator which was in full working order. Clerk

11 Report from Stamford Road allotment holder that an overgrown allotment seeding onto neighbouring plots. The Clerk contacted allotment holders who agreed to tend their allotments. Request for the Parish Council to consider interim arrangements to protect other allotments whilst these are addressed. E,g, access to allotment paths to the water pipes when the paths are overgrown. S22/0615 Construction of a 2-storey detached dwelling and triple garage with studio above on an additional 6th plot (an addition to development approved under S19/1709). The Woodyard to the rear of 11-17 Stamford Road, Colsterworth.

Updating the Lincolnshire Minerals and Waste Local Plan – Issues and options consultation and call for site. Consultation on the “Issues and Options” runs from 26/06/2022 – 12/08/2022.
