Draft Notes of the Parish Council meeting held on Tuesday 3rd May 2022.

Public Forum

Chairperson to the Council Cllr Caroline Hainsworth welcomed everyone to the meeting and invited the one member of the public present to speak. The member of the public reminded the Parish Council of their voluntary litter picking efforts but reported that again there was still as much litter on the A151 flyover as before. They reported that they had approached the A1 Truck Stop to install extra bins and asked the Parish Council to support this by sending a letter to the A1 Truck Stop requesting they install extra bins on their land fence side of the flyover. 

Outcome.

The Clerk agreed to send a letter and Cllr C Hainsworth thanked the member of the public for all their voluntary litter picking activities.

Cllr C Hainsworth Chairperson to the Council reported that they had no remarks of note and moved on to the Parish Council Annual General Meeting standing down as Chairperson.

Cllr J Clark reported two post meeting amendments, the first a correction to his initial on page 670 the Public Forum and storm damage to the North Witham bus shelter, agenda item 2021.161 (page 675).

Cllrs L Bennett and L McShane abstained because they were not present at the previous meeting, all other members agreed that the official minutes of the meeting of the Parish Council held on 5th April 2022 be approved as a correct record and duly signed and dated by the Chairperson.

2022.7 County/District Councillor Report.

County Cllr Charlotte Vernon sent her apologies and the Clerk read out the following highlights of a report prepared by Cllr Vernon: -

1. LCC Spring 2022 County Views online Survey, closing date 9th May 2022.

2. LCC Good Citizens Award. Closing date 6th May 2022.

3. Local Childcare Survey from 25th April to 6th May 2022.

4. Ukrainian Refugee update – Nearly 200 people or families have come forward as potential hosts in Lincolnshire.

5. Bin information – Following a recent bin lorry fire a reminder not to put batteries in bins.

6. Fixmystreet – Continue to make reports through the website.

District Cllr Dave Bellamy Reported: -

7. Planning S21/19063 - New housing development Bourne Road adjacent to the A1 is going before the Planning Committee on 13th May 2022.

8. Planning S22/0378 North Witham.  Use of land for building materials storage has been refused but there is reason for concern for potential future planning applications.

9. Suggested a review of the Colsterworth and District Neighbourhood Plan. Cllr D Bellamy offered to help and make enquiries at SKDC for any potential Grant funding.

10. SKDC Planning enforcement are catching up with their workload and asked for the Clerk to forward the address of the Woolsthorpe Road case to follow up on.

District Cllr Ben Green Reported: -

11. They attended their first Rural Communities Committee Meeting where the following were discussed, Heating oil effect on recent prices, Rural crime – horse box and trailer thefts. Reminder to horse box owners to be vigilant.

12. Cllr G Henton mentioned the possibility of Grantham Town having a Mayor and a short discussion took place.

13. Ben thanked everyone who turned up for the Nature Trail photo on Bank Holiday Monday morning 2nd May.

2022.8 Risk Exception Report

The Clerk to continue to control and manage the risks towards the target RAG status of low risk (Green).

2022.9 Clerks Report

1 Two parties have expressed an interest in moving forward with the restoration of the War Memorial. On 2nd May 2022 one party withdrew their interest.

2 Cllr Roy Brocklebank has been successful in making contact with Allison Homes who will arrange to remove the large sign on the High Street/Bridge End.

3 Notification of essential drainage maintenance a1 Colsterworth to Long Bennington

Work is due to start on Monday 9 May 2022 and completion we anticipated by the end of September 2022. For further information contact the National Highways Customer Contact Centre on 0300 123 5000 or email info@nationalhighways.co.uk 

4 Temporary traffic restriction: Reads Lane, Colsterworth      

Period of restriction: 24/05/2022 - 26/05/2022

5 The missing/damaged Woolsthorpe nameplate on Old Post Lane has been reported to SKDC to arrange a replacement.

6 The bench for the Nature Trail has been ordered following receipt of the £500 Ward Member Grant from SKDC Councillor Ben Green and the £400 grant from the Frederick Ingle Trust.

7 The damaged bench High Street junction Bourne Road will be removed, and a replacement ordered from the Insurance claim.

8 The Clerk met with a Gunby resident regarding the repairs to the banking by Anglian Water. Sandbags are still in place, the Clerk to investigate. The resident gave good feedback on the new grass cutting contractor.

9 On 25/04/2022 the Clerk and Vice Chairman Ellis O’Neill met with representatives of the Women’s Institute to investigate their offer to replace the broken bench on Old Post Lane.

10 Jackie Taylor has tidied up the War Memorial flower beds and plans to plant some flowers when the weather improves.

2022.10 Correspondence Received

1 Email received raising questions of the profit/loss of the In Touch magazine and complaint about the size of the typefaces used both too small and too large. Clerk discussed with the editor.

2 Request from a Woolsthorpe Road allotment holder to put a pipe from allotment 8b to the river to prevent the allotments closest to the river from flooding.

3 Enquiry regarding planting a tree in St John the Baptist Church graveyard. Forwarded to the church wardens.

4 Copy of Colsterworth Youth Centre final accounts 2021/2022 received and filed for the Parish Council records.

5 Message received from the Dot Williams of the Colsterworth Women’s Institute informing that at their meeting 3rd May 2022 they agreed to offer a donation to the Parish Council to wards replacing the bench on Old Post Lane near the Cemetery entrance. To be agreed at their Annual General Meeting.
